DSU Applauds New Accounting Pathway Legislation

March 11, 2026

Dakota State University is celebrating the signing of new South Dakota legislation designed to strengthen the accounting workforce and expand opportunities for students pursuing accounting careers.

SD House Bill 1035, recently signed into law by South Dakota Governor Larry Rhoden, creates more flexible pathways for individuals seeking Certified Public Accountant (CPA) licensure. The legislation modernizes how students can meet educational and professional requirements, helping address the growing shortage of accounting professionals nationwide.

“This legislation helps open the door for more students to pursue careers in accounting while maintaining the high standards expected of the profession,” said Scott Morstad, Associate Professor of Business Law and Accounting with DSU’s College of Business & Information Systems.

Dakota State’s accounting program prepares students with strong foundations in financial reporting, analytics, and technology-driven business practices. The new law aligns with DSU’s mission of preparing graduates for modern careers at the intersection of business and technology. Under the new pathway, students can sit for the CPA exam with a bachelor’s degree in accounting, then receive their CPA license after two years’ experience.

University leaders say the legislation will help strengthen the talent pipeline for accounting firms, businesses, and organizations across South Dakota.
