Biography

Dr. Rebecca Hoey serves as Provost and Senior Vice President for Academic and Student Affairs at Dakota State University, where she is the institution’s chief academic officer. In this role, she provides leadership for all academic programs and student-facing academic support units, working closely with deans, faculty, staff, and campus stakeholders to advance student success, academic excellence, and institutional effectiveness.

During her tenure at Dakota State, Dr. Hoey has partnered with faculty and university leaders to strengthen the institution’s academic enterprise through collaborative, data-informed decision-making. Her portfolio includes oversight of undergraduate and graduate education, faculty development, and the strategic allocation of resources to support high-quality, innovative academic programs aligned with workforce and societal needs. Through Dr. Hoey’s leadership, DSU has seen significant enrollment growth in graduate education, improved student success outcomes, and operational efficiency while maintaining academic quality.

Leaning into her research interests of distance learning administration, instructional strategies for distance learning, and curriculum design, Dr. Hoey has worked alongside faculty and staff to enhance resources for initiatives such as the Beadle Honors Scholar Program, Undergraduate Research, and the Center for Teaching & Learning. She has championed a university-wide approach to embedding artificial intelligence across the curriculum, helping ensure that every graduate leaves DSU with the knowledge and practical skills to leverage AI within their field while reinforcing the university's distinctive academic mission.

Dr. Hoey brings extensive experience in higher education leadership, including prior roles as Associate Vice President for Academic Programming with the South Dakota Board of Regents and as the inaugural Dean of the Graduate School and Adult Learning at Northwestern College. Working alongside dedicated faculty and staff, she helped build Northwestern College’s graduate and online education enterprise from the ground up, guiding the successful accreditation and launch of graduate programs and expanding enrollment to nearly 600 students across graduate and online offerings.
